{"id":5094,"date":"2024-02-28T11:36:37","date_gmt":"2024-02-28T11:36:37","guid":{"rendered":"https:\/\/www.madawhalesharks.org\/?p=5094"},"modified":"2024-02-28T11:36:37","modified_gmt":"2024-02-28T11:36:37","slug":"press-release-the-code-of-conduct-for-whale-shark-is-now-malagasy-law","status":"publish","type":"post","link":"https:\/\/www.madawhalesharks.org\/fr\/press-release-the-code-of-conduct-for-whale-shark-is-now-malagasy-law\/","title":{"rendered":"Press release: The code of conduct for whale sharks is now Malagasy Law"},"content":{"rendered":"<h6><em>(Version Fran\u00e7aise ci-dessous)<\/em><\/h6>\n<p>With the aim of promoting sustainable blue ecotourism, <strong>Madagascar has officially approved the update of the interministerial decree n\u00b033626\/2023 on the 20th of December 2023<\/strong>, a decree signed by the Ministry of Tourism and Crafts, the Ministry of Fisheries and the Blue Economy, and the Ministry of the Environment and Sustainable Development.<\/p>\n<p><strong>This decree sets out the various dispositions and regulations to be respected by all operators and nautical operators undertaking marine megafauna observation activities in Madagascar.<\/strong> Since the early 2000s, a model of sustainable whale ecotourism has been developed in Madagascar, which has now become the benchmark in the south-western Indian Ocean, thanks to the application of current regulations.<\/p>\n<p>The interministerial decree of 20th December 2023 applies to the whole marine megafauna family: marine mammals (baleen whales, toothed whales and delphinids), fishes such as the endangered whale shark, and marine turtles. <strong>This decree has to be applied through codes of conduct introduced by Cetamada and Madagascar Whale Shark Project<\/strong>, two partner non-profit institutions working respectively to conserve marine mammals and whale sharks in Madagascar. <em>The codes of conduct summarize the guidelines extracted from the decree to ensure respectful observations of these species in their natural habitat.<\/em><\/p>\n<p>In recent years, the Red Island has become one of the main tourist destinations for the observation of marine megafauna, with over 40 species evolving within the 5,600 km of Malagasy coastline. Their presence is not only an indicator of the health of the oceans, but also an important lever of economic development for the local community, notably through commercial observation activities in their natural environments. Every year, thousands of tourists come to Madagascar to discover a natural environment that has been preserved from mass tourism. The beautiful humpback whale spectacles during the breeding season (June to October), for example, make Sainte Marie Island an ideal hotspot for observing these giants of the sea.<\/p>\n<p><strong>The island of Nosy Be, meanwhile, is a very privileged site thanks to the whale sharks that come to feed at the surface between September and December.<\/strong> Nosy Be and its surrounding islands are also well known as nesting and feeding grounds for several species of marine turtles. These different species of marine megafauna constitute a unique natural heritage for Madagascar.<\/p>\n<p>Thanks to the commitment of the three ministries concerned, Madagascar now has the unique opportunity to ensure the preservation of these emblematic species, while offering high-quality, environmentally friendly ecotourism raising awareness about the plight of these species.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-5086 size-full\" src=\"https:\/\/www.madawhalesharks.org\/wp-content\/uploads\/2024\/02\/Charte-requin-baleine-EN-1.jpg\" alt=\"\" width=\"1414\" height=\"2000\" \/><\/p>\n<h2><\/h2>\n<h2 style=\"text-align: center;\"><strong>LA CHARTE D&rsquo;APPROCHE FAIT A PRESENT PARTIE DE LA LOI MALGACHE<\/strong><\/h2>\n<p>Dans l\u2019objectif de promouvoir un \u00e9cotourisme bleu durable, <strong>Madagascar a mis en place l\u2019arr\u00eat\u00e9 interminist\u00e9riel n\u00b033626\/2023 du 20 d\u00e9cembre 2023<\/strong>, sign\u00e9 entre le Minist\u00e8re du Tourisme et de l\u2019Artisanat, le Minist\u00e8re de la P\u00eache et de l\u2019Economie Bleue, ainsi que le Minist\u00e8re de l\u2019Environnement et du D\u00e9veloppement Durable. <strong>Cet arr\u00eat\u00e9 fixe les diff\u00e9rentes dispositions et r\u00e9glementations \u00e0 respecter par tout plaisancier et op\u00e9rateur nautique exer\u00e7ant des activit\u00e9s d\u2019observation de la m\u00e9gafaune marine \u00e0 Madagascar.<\/strong> Depuis le d\u00e9but des ann\u00e9es 2000, un mod\u00e8le d\u2019\u00e9cotourisme baleinier durable a \u00e9t\u00e9 d\u00e9velopp\u00e9 \u00e0 Madagascar, qui est devenue aujourd\u2019hui la r\u00e9f\u00e9rence dans la zone sud-ouest de l\u2019Oc\u00e9an Indien, gr\u00e2ce \u00e0 l\u2019application de la r\u00e9glementation en vigueur.<\/p>\n<p>L\u2019arr\u00eat\u00e9 interminist\u00e9riel du 20 d\u00e9cembre 2023 s\u2019applique \u00e0 l\u2019ensemble de la m\u00e9gafaune marine\u00a0: les mammif\u00e8res marins (baleines \u00e0 fanons, baleines \u00e0 dents et les delphinid\u00e9s), les poissons \u201crequins baleines\u201d et les tortues marines. <strong>Cet arr\u00eat\u00e9 est vulgaris\u00e9 \u00e0 travers des chartes d\u2019observation par C\u00e9tamada et Madagascar Whale Shark Project<\/strong>, deux institutions non lucratives oeuvrant respectivement dans la conservation des mammif\u00e8res marins et des requins baleines \u00e0 Madagascar. <em>Ces chartes r\u00e9sument le code de bonne conduite extrait de l\u2019arr\u00eat\u00e9 afin de garantir des observations respectueuses de ces esp\u00e8ces dans leur habitat naturel.<\/em><\/p>\n<p>La Grande \u00cele figure en effet parmi les principales destinations touristiques pour l\u2019observation de la m\u00e9gafaune marine avec plus de 40 esp\u00e8ces qui \u00e9voluent dans les 5 600 km de c\u00f4tes malgaches. Leur pr\u00e9sence est non seulement un indicateur de la sant\u00e9 des oc\u00e9ans, mais \u00e9galement un important levier de d\u00e9veloppement \u00e9conomique pour la communaut\u00e9 locale, notamment \u00e0 travers les activit\u00e9s d\u2019observation commerciale dans leurs milieux naturels. Les touristes se rendent chaque ann\u00e9e par milliers \u00e0 Madagascar pour d\u00e9couvrir cette nature pr\u00e9serv\u00e9e du tourisme de masse. Les beaux spectacles offerts par les baleines \u00e0 bosse lors de la p\u00e9riode de reproduction (de juin jusqu\u2019en octobre) font par exemple de l\u2019\u00eele Sainte Marie un v\u00e9ritable hotspot pour l\u2019observation de ces g\u00e9ants des mers.<\/p>\n<p><strong>L\u2019\u00eele de Nosy Be est, quant \u00e0 elle, un site tr\u00e8s privil\u00e9gi\u00e9 gr\u00e2ce aux requins baleines qui viennent s\u2019y alimenter en surface entre septembre et d\u00e9cembre.<\/strong> Nosy Be est ses \u00eeles environnantes sont \u00e9galement bien connues pour \u00eatre des sites de ponte et de nourrissage de plusieurs esp\u00e8ces de tortues marines.
